Simon Laliberté
Senior Director, Ethics & Integrity

Simon Laliberté serves as Senior Director of Ethics and Integrity Services at Latitude. In this capacity, he leads mandates related to ethics assessments, the protection of contractual integrity, the handling of wrongdoing disclosures, and the implementation of robust governance, compliance and accountability mechanisms. He advises both public and private sector organisations on the independent analysis of complex situations and the strengthening of organisational integrity practices.

Simon practised law with the Office of the Inspector General for nearly ten years and previously held the position of Assistant Chief Counsel to the Public Inquiry Commission on the modernization of the SAAQ’s information systems (Gallant Commission). In these roles, he developed expertise in administrative investigations involving contractual and public integrity matters. He advised analysts and investigators and participated in all stages leading to the drafting of public reports, as well as the development of recommendations for the decision-making bodies of the City and government.

Holder of a certificate in financial crime prevention, Simon is actively engaged in anti-corruption efforts, misconduct risk management, and the promotion of comprehensive integrity frameworks. He has contributed to publications by Transparency International Canada and helped establish the subcommittee on debarment and exclusions in public procurement (“Debarment & Exclusions”) within the International Bar Association, which he co-chaired from 2024 to 2025.

Simon actively contributes to the advancement of public integrity practices. He has appeared many times before parliamentary committees, has been invited as a speaker by the Barreau du Québec to present on recent developments in public integrity, and has also delivered presentations for the Fédération québécoise des municipalités and at the GCTF Anti-Corruption Workshop in Taiwan. These engagements reflect his ability to communicate complex issues of integrity, governance and compliance in a clear and accessible manner to public-sector and organisational stakeholders.
